The phrase ‘call to order’ comes directly from Robert s Rules of Order. It is always used when writing the minutes， and often spoken by the Chair to start the meeting. Problems rarely arise when a meeting starts late； it is only when a meeting starts early that problems may occur. If a contentious item is discussed during a meeting that began before schedule， complaints may arise from those who felt the start time contributed to the opening of the problems. For this reason， the exact start time is noted in the minutes. Even if all participants are present， the meeting will not start early.
